What Basic Institutions Does a Micronation Need?

There is no fixed list of institutions applicable to every micronation. If a community is to operate stably, at the very least its participants must know who its members are, who is responsible for what, how decisions are made, and what procedure can be followed when disagreements arise.

At the outset you may arrange: a concise register of members or participants; basic rules and decision-making procedures; the persons responsible for day-to-day administration and external contact; records of important announcements, appointments and agreements; and a channel through which members can make enquiries or raise objections. As the scale grows, offices, organs and more complete written rules can be added as needed.

A government's name or official titles do not by themselves produce the capacity to govern. Every office should specify the scope of responsibility, the term of office or method of handover, the limits of the decisions it may take, and how it reports to the community. If there are very few members, one person may hold several roles, but the different responsibilities should be clearly recorded, and the institutions should be kept from becoming so complex that they cannot be sustained.

Keeping documents is also part of governance. Announcements, rules, conclusions of meetings, diplomatic correspondence and changes of personnel should carry dates and version numbers; records should be backed up, and more than one trusted person should know how to take over.
