Where Should I Begin in Founding a Micronation?

First make clear to yourself what you want to build: a community centred on a shared interest, a project of institutional design or historical worldbuilding, or a political community that aims to govern and conduct foreign relations over the long term. Different goals require different rules, manpower and amounts of time.

Before starting, you may answer a few practical questions: Who will take part? How much time can everyone regularly contribute? Who makes the decisions? How do members join or leave? Where will the community mainly operate? Who keeps the records? These answers will help you plan your next step better than designing a large number of offices or a diplomatic list in advance.

Break the plan into manageable stages: for example, first establish a name, a shared set of principles and basic means of contact; then draw up concise administrative rules and a record of announcements; once activity has become stable, develop history and culture, symbols, a website and foreign relations. Even with only one member or very few, you can begin with simple and clear institutions.

Do not claim to govern an area you cannot manage, and there is no need to copy the institutions of other states. A small but sustained project will usually develop more readily than one that lays out many departments at once with no one to maintain them.
