The Imperial System of Sealed Instruments
The Imperial sealed instruments constitute the system of hierarchical sources of law and documentary authority in force in the Holy Theodorican Reich. Marked by the material of the seal, that system classifies the various instruments promulgated by the State, whether of general or of particular binding force, into five tiers according to their rank in the hierarchy of norms, the procedure of their enactment, the organ promulgating them and the matters they govern, and thereby forms the framework and foundation of the Empire's constitutional order and legal system. No exercise of the Empire's public authority shall have legal effect externally unless it is reduced to writing in accordance with this system of sealed instruments.
The system of sealed instruments is intended to clarify the hierarchy of legal norms, to ensure the uniformity of governmental acts and to define the scope of competence of the various organs of authority. Its core principle is that “the seal's material fixes the tier, the procedure fixes the responsibility”: the material of the seal directly symbolises the fundamental rank of the instrument's force, while the specific procedures of proposal, deliberation and promulgation determine the attribution of responsibility and the source of legitimacy.

Detailed Account of Each Class of Sealed Instrument
Golden Bull
The Golden Bull is the instrument of the highest rank in the Empire's legal system, and its force is equivalent to that of a constituent part of the constitution. Only matters of major significance concerning the fundamental institutions of the State, the structure of sovereignty and inalienable rights may be promulgated in the form of a Golden Bull. Its procedure of promulgation is the most rigorous, requiring the general support of the Noble Chamber and the Princely Chamber, whether in form or in substance. Its content is the ultimate basis of all subordinate law, and any statute conflicting with it is void. The Basic Law of the Holy Theodorican Reich currently in force was itself promulgated in the form of a Golden Bull.
Silver Seal Decree
Silver Seal Decrees are used to promulgate framework legislation, principally the organisational statutes of the organs of the State and codes of fundamental rights and duties. Their enactment must rest upon a mature draft submitted by the Imperial Chancellor or by either Chamber, and must pass through full debate and a formal vote in the Reichstag. The Kaiser exercises the power of sanction in the promulgation of a Silver Seal Decree; that sanction, though necessary, ordinarily respects the legislative outcome of the Reichstag. Silver Seal Decrees form the backbone of the legal framework of the Empire's day-to-day governance.
Bronze Seal Rescript
The Bronze Seal Rescript is the principal form of ordinary legislation in the Empire, covering specific policies and norms in the political, economic, social, cultural and other fields. Such bills are initiated and adopted by the Reichstag (usually led by the Princely Chamber) and are then submitted to the Kaiser for sanction. The Kaiser signifies approval by affixing the bronze seal, thereby bringing the bill into force.
Dry Seal Ordinance
Dry Seal Ordinances fall within the sphere of executive power and are the specific directives and normative instruments issued by the Imperial Chancellor and the administrative offices and departments in order to implement the statutes laid down by Golden Bull, Silver Seal Decree and Bronze Seal Rescript. They are issued in the name of the Kaiser, but are countersigned by the Imperial Chancellor and embossed with the Chancellor's official seal, thereby reflecting his executive responsibility. A Dry Seal Ordinance may not create new rights or duties, nor may it conflict with higher-ranking law; its purpose is to secure the effective implementation of statutes and the smooth conduct of administration.
Wax Seal Privilege
Wax Seal Privileges are used to grant privileges or rights to specific persons or bodies, or to render a final judicial decision. Their force is particular and is not of general binding effect. According to the organ issuing them, they may be divided into:
The Wax Seal Privilege emphasises its function as an instrument of proof and its particular effect.
Principles for the Resolution of Conflicts of Law
In order to resolve conflicts of norms that may arise between different sealed instruments, the Empire has established the following fundamental principles:
