Charter of the Basic Law

Reichsgrundgesetz (RGG)

Golden Bull · Promulgated on 30 December 2025

We, by the Grace of Heaven and of Almighty God, Kaiser of the Holy Theodorican Reich and King of Veritania, do hereby proclaim unto the Almighty, unto the Sovereign States, and unto Our loyal subjects:

Having received the Mandate of Heaven and succeeded to the Sacred Throne, We attend to the governance entrusted to Us both day and night, ever mindful lest We fail in the duty laid upon Us. Since the dissolution of the Old Reich and the subsequent dormancy of the Imperial Dignity, We have found the soul of order to be in peril. Therefore, We hereby resume the historical mandate of arbitration, asserting Our station as Primus inter pares within the comity of nations. By what virtuous deeds shall blessings be secured for posterity? By what wise counsel shall glory be rendered unto the Almighty? The vast and ancient Reich must be duly upheld. Therefore, with the united and concordant counsel of all estates and constituent peers, this Constitutional Charter is hereby established as the foundation of Our bureaucratic and sacred order. Let all Our subjects take heed and be fully apprised of Our will.

Chapter I The Kaiser

Article 1

The sovereignty of the Holy Theodorican Reich resides in the Kaiser. All governing authority originates from the Kaiser and is delegated, in accordance with this Basic Law, to the Reichstag, the Grand Chancellor, and the Imperial Offices for execution.

Article 2

The Kaiser shall exercise the following substantive powers:

  • 1. To appoint and dismiss the Grand Chancellor;
  • 2. To sanction and promulgate laws;
  • 3. To commission high-ranking officials;
  • 4. To establish privy councils;
  • 5. To issue special rulings in times of emergency.

Article 3

The Kaiser stands as the central authority of the Reich. The exercise of His authority must conform to this Basic Law and the ceremonial customs of the Reich.

Chapter II The Grand Chancellor

Article 4

The Grand Chancellor is the highest administrative official of the Reich.

Article 5

Candidates for the Grand Chancellorship may be self-nominated by representatives of the Princely Chamber or be nominated by the Princely Chamber from among qualified subjects of the Reich. Before a new Grand Chancellor is elected, a new Princely Chamber should be formed. The Princely Chamber should complete the nomination process within thirty days of its formation.

Article 6

The Noble Chamber shall elect one individual from the list of candidates presented by the Princely Chamber to serve as Grand Chancellor, whose appointment takes effect upon confirmation by the Kaiser. If the election is deadlocked, the Kaiser may appoint directly from the list of candidates.

Article 7

The Grand Chancellor shall exercise the following authorities:

  • 1. To direct the national administration;
  • 2. To issue Grand Chancellorial Decrees;
  • 3. To oversee all Imperial Offices;
  • 4. To report regularly on government affairs to the Kaiser.

Chapter III The Imperial Offices

Article 8

The Imperial Offices are the permanent executive organs of the Reich. No cabinet system shall be established. The heads of these Offices shall serve as Principal Administrative Officers, their tenure determined by His Imperial Majesty, or as otherwise prescribed by relevant organic statutes. However, the Grand Chancellor may petition for adjustments to the assignments of Principal Administrative Officers.

Article 9

The Grand Chancellor may issue binding administrative directives to the Imperial Offices, which the Administrative Officers are obligated to execute in accordance with the law.

Article 10

Should any office become vacant, its authority and responsibilities shall revert through the successive levels of delegation, ultimately to be exercised directly by the Kaiser.

Article 11

Administrative Officers may not, by virtue of their office, participate in the electoral or political activities of the Noble Chamber or the Princely Chamber, during their term of office.

Article 12

The organisation, competencies, and procedural regulations of the Imperial Offices shall be separately stipulated by their respective organic statutes.

Chapter IV The Reichstag

Article 13

The Reichstag, comprising the Noble Chamber and the Princely Chamber, is the legislative and deliberative body authorised by the Kaiser.

Article 14

The Noble Chamber shall consist of no more than seven Electors, with the following core functions:

  • 1. To elect the Grand Chancellor;
  • 2. In the event of a vacancy in the Grand Chancellorship, to form a Governing Commission jointly with the Kaiser to conduct provisional administration until a new Grand Chancellor assumes office;
  • 3. If the Grand Chancellor is incompetent, an impeachment petition may be submitted to the Kaiser, and the Princely Chamber shall submit a report on the grounds for impeachment. The Grand Chancellor shall be dismissed if the petition is passed by a majority vote;
  • 4. The Noble Chamber has the right to delay and veto bills passed by the Princely Chamber and may raise objections after review and send the bill back for reconsideration. If the Princely Chamber passes the same bill again by a majority vote for the third time, the bill may be sent directly to the Kaiser, and the Noble Chamber shall not obstruct it again.

Article 15

The Princely Chamber was the permanent parliament of the empire, composed of representatives elected by each state according to its constitution, with the number of representatives depending on the population of the state: for states with five or fewer members, one representative may be sent; for states with more than five members, one additional representative may be sent for every three members, but the limit is three. The term of office of the representatives of the Princely Chamber is linked to that of the Grand Chancellor. Each state should send a new representative when the Grand Chancellor takes office; when the Grand Chancellor resigns or leaves office, the term of office of the representatives of the Princely Chamber ends.

Article 16

The Princely Chamber was the legally mandated advisory body to the Grand Chancellor. Before proposing major policies, laws, or budgets, the Grand Chancellor should consult the Princely Chamber; the Princely Chamber could make resolutions on imperial affairs and submit them to the Grand Chancellor for consideration.

Article 17

Legislative bills may be proposed by the Kaiser, the Grand Chancellor, or either Chamber. A bill shall become effective upon passage by a majority of the Princely Chamber and subsequent sanction by the Kaiser. Depending on their origin and the form of approval, they possess different levels of effectiveness. Their rank is determined by the method of imperial approval and the seal used. All budget proposals concerning the Reich's annual revenue and expenditure must first be approved by the Princely Chamber. If the Reichstag fails to pass the budget on schedule, the government may continue to cover necessary expenditures based on the previous year's budget.

Chapter V Nobility and Electors

Article 18

The conferral, promotion, deprivation, and inheritance of noble titles shall be determined by the Kaiser. Titles are ranked in five grades: Duke, Marquess, Count, Viscount, and Baron.

Article 19

A Duke may be granted a Grand Duchy; a Marquess or Count may be granted a Dependency. Titles below these carry no associated state. The honorary designation of “Prince-Elector” is separately established, with its associated state to be renamed an “Electorate”, and does not affect the substantive noble rank.

Article 20

“Prince-Elector” is a special honorary designation, entitling the holder to participate in the Noble Chamber and in the election of the Grand Chancellor. The total number of Electors shall not exceed seven. The designation may be conferred or revoked by the Kaiser.

Chapter VI Judiciary and Arbitration

Article 21

An Imperial Privy Court shall be established. Judges shall be nominated and appointed by the Kaiser. The Court is empowered to adjudicate disputes between states, cases involving Reich law, and appeals. The Court also concurrently serves as the Privy Council. The Kaiser may consult the Privy Council on major national affairs; the Grand Chancellor may request the Privy Council to mediate disputes over authority; and the Privy Council may issue opinions without legal binding force.

Chapter VII Amendment and State of Emergency

Article 22

Amendments to this Basic Law may be proposed by the Kaiser, the Grand Chancellor, or either Chamber. An amendment shall take effect upon passage by a two-thirds majority of each Chamber and subsequent promulgation by the Kaiser.

Article 23

In the event of internal rebellion or grave crisis, the Kaiser may proclaim a state of emergency and exercise special ruling powers, provided that such proclamation is submitted to the Reichstag for confirmation within six months. Should the Reichstag reject the proclamation, the state of emergency shall be terminated immediately.

Chapter VIII Supplementary Provisions

Thus, do We decree and solemnly proclaim that Our ministers and people shall dwell in peace and tranquillity, and shall fully and securely enjoy all the aforesaid liberties, rights, and privileges graciously bestowed, extending from their own persons unto their descendants, in all matters and in all places, forever retained. We, together with the princes, swear in good faith to observe the foregoing provisions; Heaven above and Earth below bear true witness to this oath.
