May I Create My Own State?
You may put forward the idea. The Reich welcomes those who wish to establish a state within the Reich's framework to discuss it with the Emperor; putting forward an idea is not the same as the state having been formally founded, and its specific status, powers and institutions must be confirmed through discussion by both sides.
When making contact, you may first briefly explain the proposed state's name and distinctive features, its expected members, the form of governance you hope to adopt, the time you can devote, and its relationship to the Reich's common institutions. If you are still at the stage of conceiving it, you may first set out a preliminary direction and revise it step by step in the light of the discussion.
After the state is founded, those responsible, the decision-making procedure, membership and everyday means of contact should be established step by step, and important decisions and appointments should be recorded. The scale should match the actual manpower and capacity for sustained administration; there is no need to create a large number of departments or elaborate titles from the outset.
Please contact the Emperor personally through the Reich's Discord server or by e-mail to discuss the matter. The name of a state, its territory, offices and external commitments that have not been confirmed should not be announced in advance in the name of an official state of the Reich.
