On the Establishment of the Truth and Reconciliation Commission

The conduct of the state and of government inevitably gives rise to disputes arising from diplomatic exchanges, political changes, administrative measures and other public matters; and some such matters subsequently involve findings of fact, the clarification of responsibility, statements by the persons concerned, and the handling of the relations that follow. Where no independent and orderly procedure exists, existing disputes may only grow more complicated with the passage of time.
So that the Reich may be prepared when faced with matters of this kind, and so that disputes involving the government of the Reich may be organised, preserved and dealt with on the basis of existing records, the Interior Office of the Holy Theodorican Reich has decided to establish:
Truth and Reconciliation Commission
Wahrheits- und Versöhnungskommission
This Commission is a standing body under the Interior Office, and its principal duties are as follows:
1. When a major dispute arises involving the government of the Reich, its officials or its public institutions, to collect and organise the relevant records and statements;
2. To establish the facts of the matter concerned, distinguishing confirmed facts, the accounts of the parties and matters still requiring verification;
3. Where responsibility on the part of the Reich is indeed established, to propose appropriate acknowledgement and measures of redress;
4. Where appropriate, to propose reconciliation, closure, archiving or other measures of redress for the matters that gave rise to the dispute;
5. To preserve the files relating to such matters, so that the Reich may have a basis for dealing with similar matters in the future.
The establishment of this Commission does not presuppose responsibility for any particular matter, nor is it its principal purpose to pursue the responsibility of other parties, to re-adjudicate existing political disputes or to interfere in foreign affairs.
In all matters concerning the foreign relations of the Reich, the Commission will, where necessary, coordinate its handling with the Foreign Office of the Reich and other competent organs; the findings of fact and recommendations it makes shall not replace the final decisions taken by the government of the Reich in accordance with law and established procedure.
Once this Commission has been established, it will first organise the relevant existing matters and will publish the results of its handling in due course.
